It's standard practice running logs in the open (rather than cased) hole. Not sure exactly why but maybe some kinds of log aren't possible thru' casing. Also, they seem to want to case off the intermediate section, even though it's a fairly shallow well, before penetrating the potential reservoir sections. Again, not sure why unless they think the upper part of the hole might be at risk of caving in, or maybe it contains aquifers. There are lots of reasons for casing.
Re logs in general, it's normally a requirement laid down by govt agency responsible for well permitting to collect logs unless there's some technical reason it's impossible (eg hole cave-in).
