    Depends on the government, it'd be a struggle with a Labor government but for Libs even the Adani coal project has been talked about in terms of NAIF for the rail and port. And that's an Indian company chasing a middling quality thermal coal mega-mine and planning to export it through the Great Barrier Reef of all places.

    An offshore FPSO type oil operation or a gas pipeline to the NWS is a political cakewalk by comparison. Plus the two proponents are Santos and CVN, both Australia companies. Even a Labor government would be nervous rejecting an application from Australian companies to use Australian workers to supply Australian consumers with Australian-owned gas.

    In terms of what qualifies infrastructure, the FPSO I agree wouldn't be, but the gas pipeline would and to be honest if I could choose I'd choose the pipeline any day. The FPSO will pay for itself, and can even be rented.
