It's certainly not at 100% without Project approval from the regulator & Finance.
U need to apply a ratio to each of the 4 variables to form a COD% of 80% risk, ie Minimum Commercial threshold, Project Finance, Commercial arrangement with equipment providers and Any other Risk factors (ie Geopolitical risk or Left field events that may delay things). Buffalo was at 86% CoD, before it fell apart.
