Don't forget the deal with Baotou in 2007. While Baotou took a stake in CXM (around 9% from memory), more than a year later the proposed JV with Baotou has still not been consummated, and CXM has indicated it will look for another partner if Baotou does not complete the deal negotiated in 2007.
