Are the mid-term elections, so still Biden president for 2 more years. But if Rep win more seats then have majority in either Senate or House of Representative or both. This is where "the laws" or made. So Bidens next two years are 'lame duck' he cant make any new laws for his domestic policy (assuming Rep vote against). If laws are formed by the Republicans, need to be signed off by President, he can veto (say no), then laws need two thirds majority by both senate and house of reps to actually be passed (unlikely).President can still do things using executive orders (but not a law). For example may want to open the southern borders by law, but does not get passed, so can write an execuive order for $XM paid to ACME Demolition and orders them to demolish 'the wall'. Same result.
So to your question most probably not, momentum has started. But hey talking about USA and anything can happen.
