They are just capping at 40 cents and not letting it run on good announcement, Notice how the last trade in each minute is a "CX" trade at 0.25 cents to the down side. So if a 40 cent trade is made they immediately cap it to the downside at 39.75 cents. Some one with deep pockets trying to control the share price for what ever reason. Certainly not to encourage retail traders. IMHO
