A government may decide not to entirely preclude use of a novel technology given electricity much more cheaply than natural gas or accessible coal, both of which will be priced at export rates.
Would a realistic outcome be that the Qld government recieves CXY appeal, reviews it, decides that CXY cannot restart but may apply to restart with a new ERMP if the review of the general technology of UCG and thereby defers a final decision for 1-2 years by which time the horse may have died, the king may have died, CXY may have died or the politics would let UCG go ahead.
Thankfully much smarter people than I are putting in the appeal.
