Is the software that complex that car companies won’t develop it themselves? - They could but it will cost them more (they will also have to hire someone to mind this 24/7). Just like Apple being the largest Company sources their equipment and assemble them in China. It's not that it can't in USA but they will want to make more profit by outsourcing it.
