""during a gold rush, sell shovels". It does look like the Dahrouge Group (DGRM) has just about cornered the market in Quebec for shovels (they may well be able to prosper long from having vendored the Corvette project).
I heard an interview of the boss of DGRM a few weeks back in which he raved on about how Greenbushes was in the Pilbara (and how James Bay is the next Pilbara) and after talking up how good one of their projects was admitted he'd not seen it and someone else had done all the work on it.
