Atomou, bikes in WA WERE registered for a while when I was a kid, with little numberplates and all........I dont remember if that was voluntary or mandatory. Maybe it was discontinued because the receipts were outweighed by the bureaucracy you mention?
But.....insurance is not so silly. Seen some awesome pedal-scrape marks along the sides of expensive cars from schoolkids riding past. How are you going to (legally) get money out of the kid (if you can catch him) or his father without insurance?
But then women should be licensed and insured to "drive" shopping trolleys in car parks as well.......... :-))
