When I was a toddler, I stepped out of our front yard and bang, got flattened by a someone on a bicycle. I didn't get a chance to see him -what he looked like or how old he was. The next thing I remember is I'm in my mother's arms with my face flooded with my own blood. I could hear my father in the distance beating the hell out of the rider. The experience left me with a much weaker right eye (the one he ran over).
I'm certainly not advocating taking the law unto one's hand, or in corporal punishment but I doubt very much that person will ever ride on a footpath again.
What is my preferred way of dealing with it? Education! Perhaps there could be schools for kids to ride bikes but I think responsible parents -or parents MADE to be responsible in some way- could take over the task of teaching the kids how to ride safely.
Educations is pretty much always at the heart of solutions.
