Yes the cyclist is to blame as far as I understand the cyclist has to give way to pedestrians at all times. As far as I understand there is no specific in law that the pedestrian has to give way or keep clear of cyclists. My argument is that cyclists should have identifying reg no. and insurance. Some of the powered cycles with huge wheels I have seen on footpaths wizzing past close to me are really motor bikes which can do huge injury to a pedestrian. The councils and other authorities don’t give a sxxt about pedestrians because the can’t be sued.
