I think the nuts point is you can't load ships from a barge in the middle of a cyclone. Been a week or two since the last shipment so the next should be due shortly.
I'm guessing but being a hydro operation, the dams/ponds etc (could be bore) where they are getting their water from could do with a top up. Especially the bore for all farmers and cattle operations.
