Yes, it LOOKS like rain but Townsville Aero has registered 1 mm, my funny little weather station shows 2 mm, Alva Beach which is more in line has 9 mm and Ayr 5 mm.You are supposed to get 10 inches in a couple of hours from a real cyclone.
