From NMR's presentation today, I have to laugh at the "first mover" comment, I guess they haven't been paying attention as all but a couple of the permit applications near their Helios permit were lodged before theirs.
In terms of first mover, they have been first to drill targeting anything besides diamonds.
It'll be interesting to get an update from SOR once they've been able to include this data into their dataset for their permits. Helios looks to not start until about 400m depth, which is roughly consistent with what SOR believes to be the case for Leviathan, hence why that has not been drilled as yet.
