Yes, in many ways, this reads as good and potential news for Uran.
However, as much as it appears this way, I myself after the first Czech debacle have lost faith in many of the dealings and have come to realise, the whole Czech thing is a Carrot, and we are only allowed to follow and not eat.
Why do I believe this?
There seems to be 2 sets of rules, one for the them and the other one for Uran / or us.
They do as we please, we gotta beat around the bush until the rule for them suddenly applies to us.
And yes, good find indeed Intel.
