I think it would be very unlikely for URA to apply for licenses in Czech unless it was a forgone conclusion that they would be granted. Anything else would absolutely destroy the SP. So I see these applications as a formality.
However it's also very unlikely that URA would be allowed to mine these resources by themselves. It will be a JV with a government body where URA supplies the funding and expertise and the Govt supplies access to their current uranium mining infrastructure.
What will be interesting is the percentage split of profits between the two.
