I dont think they are going to analyse and determine who "deserves" it. I think it was first come first served. TBH I wouldnt want to see the company waste time, effort and resources in determining who deserves it.
Get on with the drilling and results - thats where the focus needs to be not on analysing and wasting time on who gets the SPP.
