From my own working experience negative news are transmitted with much less scrutiny as nothing hinges on them from there on as the working relationship with that company would have either ended or significantly be reduced.
This usually is handed down to lower management to deal with this.
On the other hand, meaningful, forward moving announcements are checked again and again, have to pass several levels of excecs before handed down to made public.
A very thorough procedure in publishing this announcement is an upbeat note to me.
Naturally, I dont deduct any true content out of this, but I see it as a strong indicator for meaningful events to happen next week.
