I reckon the $6m is conditional subject to them being able to raise the $50m+(or whatever they propose to invest in the plant). Maybe this is what the t & c are?
From Monash's point of view, if they can't raise the larger amount then aren't they likely to lose their $6m, because ECT is finished?
