Sounds like a nightmare, hope he is looked at soon.
One possible reason for the no pain killer is that it might mask symptoms needed for the diagnosis? The triage staff may have decided what he has is not life threatening and tonight they may be run off their feet with more urgent cases?
It doesn't make sense any other way I think of it.
Maybe it is kidney stones or similar and if so it is apparently damn painful.
