You give them too much credit - they are simply and completely incompetent. No if's and definitely no buts!!!! They have about as much common sense as primary school kids skylarking around in the playground at recess time! This mob in government are totally out of their depths at every level of governance! Even a dummy like Albo surely by now should have tweaked to that conclusion. As a result it's all desperation stuff now and as such will be ill thought out and hell bent on failure!
