Personally I think the Heritage process is a mechanism that gets abused, when folks want to delay industry in their region.
How about the WA Government do it the opposite way around. Have folks announce the cultural heritage and significance in their area so that industries, Mums and dad and locals know where to invest and do not waste time and money with the delays.
Recently around Australia these laws are being abused with little or no evidence of the significance.
Just my opinion.
