this response from the one who writes that thoughts don't matter even when one considers something reveals the answer that a right is an action.

to donate is a right action.
to purchase is a right action.
to steal is a wrong action.

there is no object that is a right without first taking a right action.

as the dictionary clearly states: a right is a moral entitlement to possess or do something.

possess and do are both actions.
