Well all they need is your license number and access to your bank account to verify who you are. It's a more efficient way of verifying someone than physically going into a bank. Yeah I understand this can open up to fraud but I think the way they verify is sufficient to minimise that.
You can pretty much open any account online now with the the correct documents.
