However, PIL will soon begin providing EMI financial services to the Philippines' largest regional cooperative federation.

And MASS-SPECC's 1.6 million members haven't simply evaporated.

And as difficult as it may be to value an EMI licence, you'd have to think the thing is worth considerably more than PIL's current market cap at ~$10M.
