I don’t it was ever about getting people with phones to sign up
to the app. That’s were Pepperment understand their demographic. They have linked with 1000s of locations across the country that allow you to deposit/transfer/check balance/withdraw funds without having a smart device.
It was to work with the Phillipines Government and Central bank with their goal of have a large majority of the population having access to digital finance for traceability, taxes, government payments and multiple other benefits of not just dealing with cash only society.
