Yes, pitching to ATM card holders would be the logical first marketing push. As you say, they already have their details so it would be dead easy and inexpensive.
I wonder whether one phone is restricted to accessing just one Pinoy Co-op account. For instance, if a family has one phone will they all be able to access all their accounts on that one phone?
If multiple accounts can be accessed on one phone then potentially far fewer than 1.6 million downloads would cover the whole membership.
