If the fisherman have internet then im sure some conveniences of having a Visa debit card will be beneficial to save them time being able to complete transactions online.
Its morally flawed if they load them up with credit but with Neal onboard he isnt the sort of joker to do so and wants to help people out of poverty if you look at some of his projects he has done/is doing.
