You may be right. However, from my research there have been four EMI-NBFI companies added to the list provided by the BSP since October last year.

Currently there is 38 EMI-NBFI's list: https://www.bsp.gov.ph/Lists/Directories/Attachments/7/emi.pdf
The article also says that "As of end-December, the BSP has issued licenses to 36 non-bank EMIs [EMI-NBFI]", which means two were granted between October 2021 and December 2021.
This leaves it open for the approval of the most recent company to have happened quite recently, which may be PIL.
Nevertheless, it has either been approved or if it has not, I agree that we are most likely one of the 18 applications currently being assessed IMO.
