I think you're reading it right. TAGUM had 160,000+ members in 2020 - and likely many more now. Hopefully the majority of them use the APP.
PIL is providing a white label service to MASS-SPECC and, as I understand it, TAGUM will be using it with their own branding. Kind of a sub-white label.
