To me, it reads and looks like the BPI doesn't want to favour two specific e-wallet providers with additional convenience and - more important - lower fees.
Now there is same treatment for all e-wallets for customers of BPI.
Either customers have to go via InstaPay or pulling funds from their e-wallet of choice.
