I dunno, call me crazy/optimistic, but I feel like once they publish the response to submissions (which has clearly involved a bit of back and forth with various commenters and other government departments), the final 3 steps are all somewhat “straightforward" in terms of scope, in that they shouldn't involve any further communicating with other stakeholders which is obviously slowing down the whole process... They're literally just "Write Draft Report & Assess. Write Final Report. Give to Minister."

Again, I could just be being overly optimistic, but I feel like there isn't really a whole lot of wiggle-room in terms of things that could feasibly cause delays to these last 3 steps such that they'd end up taking significantly longer than the indicated 96 days..
