my hope is they've turned off the spending tap, EPA comes through and we pivot to debt, debt/equity or pre-paid offtake and money problem goes away.
EPA has got to be running out of other things to do, i've seen a number go from stage 1 to 3 while we stay in stage 3.... surely at some point it just has to progress. that said stage 3 seems to be the sticking point for everyone.
