he may be suggesting that he's going to spend the dividends. Bruce has confirmed on a number of occasions that the board intend to provide divies at the soonest opportunity....
if you have 100,000 shares and the dividend is say 5c, that's and easy 5k, for the next 25 years.
however eps is in the high 20's/low 30's with both projects full tilt, so dividends may be closer to 10-15c..... if you've got 500,000 shares, you could live comfortably off that.
