Whilst I'm not into QPM, based on what you say it sounds like they have good management. One of their products is cobalt. That is the most destructive mineral to mine and has the most negative effect on the environment as any mineral. You have to mine gazillions of tonnes to get a bit of cobalt.
If they can get enviro sign off faster than V then that wouldnt surprise me.
V's process has been abysmal and I'm not surprised they are appealing the release of information that I applied for under FOI with DWER.
With a fair bit of luck, you should start to see some lift in V's SP next year. IMHO
