interesting stuff.... seems that the reason VRX mentions port unable to meet requirements is that the port's project slipped sideways 12 months. Good find, as your link says to be completed by November 2021....but this was updated in July (link below) "to be completed over the next 12 months". This then sends bruce back to the drawing board with logisitics to complete a change proposal for submission in August. it also seems they are upgrading the road system before the rail system...... I can see the bouncing ball now......
