Nice puzzle piecing. It looks like all in all, Bruce has found a way to please the EPA and work around the delays in the port expansion. All is not as bad as it seems and the fact that Bruce got a photo with the premier after their chat indicates to me, that they must have had a somewhat decent interaction.
If there is a reduction in Capex as you have pointed out, and this speeds the EPA process up, I will take this as a small win.
