so you are completely sure that the EPA never deviates from it's guidelines or asks for studies on problems that don't exist or have understood the DVT methodology (Direct Vegetation Transfer) even though they didn't have guidelines for it? Or that they may have given conflicting written advice to Bruce that was different to what was said in meetings? You are absolutely certain that the format changes were known about by Bruce and the consultant in advance and that the old format would be rejected even though it contained the same content? You are also completely sure that the documents obtained by FOI reflect realistic requests from the EPA when Bruce said at the AGM (pt2) that some of the issues don't exist and they work off guidelines and not actual reports. You think that the issue is completely caused by Bruce and Co and no blame is attributable to the EPA even though they are purportedly understaffed? You might be right but you're working from a limited set of evidence that could give you a very different perspective on what's actually going on.
How do you know, for example, that the EPA is working to guidelines even if they're irrelevant because of the RIo Tinto fiasco? How do you know what the content of the talks between the EPA and VRX has been?
The picture you paint is just so black and white that it doesn't gel with the real world. Govt Departments tend to be ever changing in their approach, developing new guidelines and sometimes not correcting old, out of date guidelines. They get new Dept heads chosen by the incumbent Govt, their direction can be heavily politicized, or at least put under increased scrutiny if mistakes are suddenly in the headlines.
You claim the evidence is 'crystal clear'. I don't think you have all the evidence and it only stands up if you take the EPA as absolutely relevant, factually correct, and providing their services in a timely manner. There are many examples of Govt departments getting it very wrong.
Bruce says he has the most experienced consultants available. You say they should know how to get this done. Something doesn't line up.
