its not a question of stealing the process. its the aggregate of structures, roads, processing plants and cleared land. the epa factor in existing mines into there considerations as the aggregate impact is pretty big when add in noise, traffic, light pollution and waste materials not to mention the visual impact on the surrounds.... they'll say yes to 1 mine, but everything else will be locked down hard to prevent a stampede sand rush.

my guess they know this hence the "cheap" price... they are selling a resource extension not a stand alone mine.
