Yeah I'd say it's probably the location. I'm sure many locals would have opposed it. It's a pristine beach community. The proposal would have required major changes to the only entry road to the popular tourist destination.
The sheer volume of traffic from the tourists already creates a lot of issues, adding a heap of trucks wouldn't help.
I think our issue is the dvt mining method because EPA doesn't know how to assess it.
Just speculation of course.
