if you look at the BFS's they have allowed 20% management reserve for both finances and timelines with construction. However, given history i can understand your scepticism. the only point i'd make is that we don't need much in the way of "long lead items". its a giant washing machine.... pumps and tanks with the "patented" screen for flow separation 90% of this will be off the shelf...
