it was always going to be a challenge. anything on the east coast, and I mean spitting distance from water, is going to always struggle.between environmental protections, recreational fishing, national and native title cut outs and the massive visibility to the growing population (tourists and perm) mines near water are over.... why build a mine when you can build a visitors centre, 3 hotels, a pub and a jetty...

tasssy has similar issues from my readings, they'll allow upgrading of ancient existing ports or sites but try and build a new one... oh boy will you be fighting every local nutter.
