Its hard to forecast, but the ERD is 380+ pages of detail covering everything VRX, the Enviro Consultants AND the EPA could think of as relevant to the project.

I find it hard to believe that "the common man" raises anything that is unexpected. It's a guarantee there are comments like "It will be noisy", "It will be dusty", "It makes the road I use to get to the grocery store busier and that's inconvenient". But I suspect the EPA are experienced with filtering out the complaints and already addressed issues. In fact, I think the timeline (2 weeks for EPA to compile, 4 weeks for VRX to respond) goes to show that the EPA doesn't expect any public comments to result in huge work efforts by the proponent at this stage of the approval process.
