How it’s going to be scale back hasn’t been determined yet, so we really don’t know.

Based on my previous participation, most just scale back based on certain percentage, so the more you put in, the more you get.

The previous announcement mentioned that it would be outlined in the booklet, but I wouldn’t be surprised if on the booklet, it will just say that the management reserves the rights to close SPP early and scale back applications. I can’t recall if they mentioned that whether they would accept over subscription, but probably would also just say they reserve the rights to.

So pretty much, put your money in, hope for the best, wait until it’s closed to know the result. Wait for refund, if it’s scaled back. As pointed out by @Jukebox45, it’s also a risk.
