I'd be inclined to agree except for two thoughts that aren't immediately obvious.

1 - "the public review period closed" status on the epa website is a milestone. not just the closed for comment. it's the close out of the phase, or atleast in my understanding of the manual.

2 - 1.5 million + whatever dregs retail chip in is not enough for a pivot. if the bad news was pending and known brucey would likely use this as the opportunity to raise 5-10 million as a cheque book to pave the way out of an entirely sand based portfolio.
