    I don't think it's necessarily bad news, just EPA (DWER??) taking their sweet ass time to progress it.

    Hence as you said and per my comment, the $3m / $1.5m is probably the amount they think they need to see this through, so no bad news, just that the regulatory departments can't move fast enough to meet their own time frame.
