My take on blame is very simplistic. Best analogy I can use is a footy match. A team fields a team of a set number of players and plays by the rules. If they try and change the rules, there is a forrnal process for that.

In our case, the epa has rules and we need to abide by them whether they are right, good or bad rules. If we want to change the rules, we have to take the epa on the journey as to why. By saying they don't get it implies that Vrx and its consultants can't teach or explain the benefits very well.

If it were me, I would actually see if they would agree to a very small actual example. That means, "shovel" a small patch of sand out and perform this method to show them how it actually works.
