I think we can throw the EPA provided schedule in the trash as its worth nothing at this point. While i want it to be imminent, I'm mentally preparing for another 12 months of this BS. Comparing projects in the EPA process is chalk and cheese, so take this with a grain of salt, but 12 months from stage 3 to stage 5 seems to be common (unbelievably, meaning nearly 4 years within the EPA process!).
Of course if it comes sooner, i'm fully loaded and will continue to take the cheapies as they are offered, so happy days for me....
