I think offtakes and epa approval are very much linked. As a buyer, especially 1 or 2m tonnes of silica p a, I would want certainly of supply and that means dates not just quality. Buyers will be either on selling or using. If I am a solar glass manufacturer I know my forward orders and I gear my raw materials to match, keeping minimal inventory. I'm not going to enter contracts when I have no idea when I'm going to get supply not sure anyone would enter an offtake agreement with no dates on it. And of course we can't get the plant built until we get epa approval so everything is linked. They are not mutually exclusive. It just doesn't make sense to me. Sure, there is no legal impediment to getting an offtake without epa approval but who would do this?
